Paul Wells, a Fire Chief and Emergency Manager for the City of Birmingham, Michigan, has filed a lawsuit against the city and two of its officials, City Manager Jana Ecker and Assistant City Manager Mark H. Clemence. The lawsuit, filed in the United States District Court for the Eastern District of Michigan, alleges violations of his constitutional rights under 42 USC 1983, as well as claims under the Michigan Whistleblower Protection Act and Open Meetings Act. Wells claims he faced retaliation after reporting safety hazards related to parking structures and fire hydrants within the city. He also accuses the defendants of defamation following his placement on administrative leave after raising these concerns.
