Jesuz Chapa, 63, was arraigned on March 11 in the 79th District Court in Hart, Michigan, on five counts of First-Degree Criminal Sexual Conduct for allegedly sexually abusing a minor relative between 2000 and 2003. The Michigan Attorney General Dana Nessel announced that Chapa had been extradited from Dallas, Texas, by the U.S. Marshals Service under Operation Survivor Justice.
The case highlights ongoing efforts to pursue justice for survivors of sexual assault and to locate fugitive offenders with outstanding warrants. According to the official website, the Michigan Department of Attorney General advances social efforts through actions against human trafficking and support for vulnerable populations.
Chapa is accused of repeatedly assaulting a minor relative when the victim was between eight and ten years old. The alleged assaults were first reported in 2007, leading to an initial charge in 2008 after Chapa had moved to Dallas. Last year, following further investigation by Michigan State Police and referral under Operation Survivor Justice—a partnership involving the Michigan Department of Attorney General, local prosecutors, and the U.S. Marshals Service—four additional charges were filed.
Attorney General Nessel said, “Survivors of sexual assault deserve to have their cases move forward, and I am grateful for our Operation Survivor Justice partners who help make it possible for us to continue pursuing justice. We remain committed to locating and returning fugitive offenders to Michigan to face the charges against them in court.”
Chapa is being held without bond pending a probable cause conference scheduled for March 24 and a preliminary examination set for March 31. According to the official website, Dana Nessel held the role of Michigan’s 54th attorney general.
